Solid Waste Journeyman (Level B)

Course Description:

This course is designed to prepare individuals for the basic skills needed to operate a solid waste facility in accordance with the rules implemented and enforced by the Arkansas Division of Environmental Quality and the U.S. Environmental Protection Agency

The purpose of this course is to meet the training requirements outlined in Arkansas Rule 22 and Arkansas Rule 27 for individuals planning to take the Arkansas Solid Waste Z(Class B) Journeyman Operator licensing Exam.

Learning Outcomes:

• The students will develop awareness of basic skills and knowledge of operating a solid waste facility in Arkansas
• The student will develop an awareness of APC&EC Rules that govern solid waste in Arkansas
• Will understand the responsibility for solid waste management in Arkansas
• Will understand the purpose for integrated municipal solid waste management
• Will understand the Resource Conservation and Recovery Act (RCRA) Subtitle D
• Will understand Arkansas Rule 22 for the management of non-hazardous solid waste
• Will understand the procedures for screening of all solid waste to exclude hazardous and prohibited waste
• Will understand the concerns for safety at all solid waste management facilities
• Will understand the procedures for licensing of solid waste operators and Environmental Officers in Arkansas
• Will understand the principles for operating and managing Subtitle D solid waste facilities in Arkansas
• Will understand the principles for recycling in Arkansas
• Will understand the principles of waste tire management in Arkansas
• Will understand the reading of Topo maps, Operating Plans, and solid waste permits
• Understand preventive maintenance on heavy equipment   

Must Know:

Students must attend the entire course to receive a Certificate of completion.

Prerequisite:
1. Hold a Level A license for one year.
2. Complete the 20 hour course of approved training.
3. Pass exam.
4. Complete one year of experience in solid waste management or operations.
5. Carry out the responsibilities of an operator.

To be eligible to take a Solid Waste Exam, you must submit your application and pay the required fees to the Arkansas Department of Energy and Environment (DEQ) Solid Waste Licensing at least 5 business days before the exam date through the SEEK online portal.
